Terms of Service

1. Acceptance of Terms

By accessing or using the AI Policy Generator service ("Service") provided by MSR Research ("Company"), you agree to be bound by these Terms of Service ("Terms"). If you do not agree to these Terms, you may not access or use the Service. These Terms apply to all visitors, users, and others who access or use the Service.

2. Service Description

The AI Policy Generator produces customized AI governance policies for municipalities and organizations. The Service includes an online questionnaire, automated website analysis, AI-powered policy generation, and delivery of policy documents. The Service may also include optional consulting add-ons and premium tiers with enhanced features.

3. Subscription and Service Tiers

• Free Tier: Available to municipalities. Includes a basic AI governance framework with limited customization. Subject to processing queue and standard delivery timelines.
• Standard Tier ($99): Includes full policy customization, department-specific guides, and priority 72-hour delivery.
• Premium Tier ($199): Includes everything in Standard plus implementation training materials, 90-day email support, and quarterly policy updates.
• Enterprise Tier ($999): Tailored for large organizations. Includes dedicated support, multi-department rollout planning, and 12-month advisory access.
• Service tiers, pricing, and features are subject to change. Existing orders will be honored at the price agreed upon at the time of purchase.

4. Payment Terms

• All payments are processed securely through Stripe. Prices are listed in US Dollars (USD).
• Payment is required at the time of order submission for paid tiers. Your policy will not be generated until payment is confirmed.
• One-time payments are non-recurring unless you explicitly subscribe to a recurring service.
• Invoices and receipts are provided electronically to the email address on file.

5. Delivery and Deliverable Expectations

• Free tier policies are delivered within 5-7 business days, subject to queue volume.
• Paid tier policies are delivered within 72 hours of confirmed payment and completed questionnaire submission.
• Deliverables include policy documents in PDF format, delivered to your registered email address.
• If delivery is delayed beyond the stated timeframe due to factors within our control, you may request a full refund.
• Policies are generated using AI and reviewed for quality. They represent governance frameworks and are not legal advice.

6. Refund Policy

• If you are unsatisfied with your delivered policy, you may request revisions within 14 days of delivery at no additional cost.
• Full refunds are available within 30 days of purchase if the policy has not been delivered or does not meet the specifications outlined in your questionnaire.
• Refund requests should be directed to [email protected] with your order ID.
• Free tier orders are not eligible for refunds as no payment was collected.

7. Intellectual Property

• Upon full payment, you receive a non-exclusive, perpetual license to use, modify, and distribute the generated policy within your organization.
• MSR Research retains intellectual property rights to the underlying templates, AI models, and methodologies used to generate policies.
• You may not resell, redistribute, or commercially license generated policies to third parties without written permission.
• Anonymized and aggregated data from questionnaire submissions may be used to improve the Service.

8. Limitation of Liability

The Service provides AI governance frameworks and is not a substitute for legal counsel. MSR Research is not a law firm and does not provide legal advice. Policies should be reviewed by your municipal attorney or legal counsel before adoption. To the maximum extent permitted by law, MSR Research shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the Service. Our total liability shall not exceed the amount paid for the specific service giving rise to the claim.

9. User Responsibilities

• You are responsible for the accuracy and completeness of information provided in the questionnaire.
• You agree not to submit false, misleading, or fraudulent information.
• You are responsible for reviewing generated policies with appropriate legal and governance professionals before adoption.
• You agree not to use the Service for any unlawful purpose or in violation of any applicable regulations.

10. Termination

We may terminate or suspend your access to the Service immediately, without prior notice, for conduct that we determine violates these Terms or is harmful to other users, us, or third parties. Upon termination, your right to use the Service will cease immediately. Sections regarding Intellectual Property, Limitation of Liability, and Governing Law survive termination.

11. Governing Law

These Terms shall be governed by and construed in accordance with the laws of the State of Texas, without regard to its conflict of law provisions. Any disputes arising from these Terms or the Service shall be resolved in the state or federal courts located in Travis County, Texas.

12. Changes to Terms

We reserve the right to modify these Terms at any time. We will notify users of material changes by posting the updated Terms on this page with a revised "Last Updated" date. Your continued use of the Service after changes are posted constitutes acceptance of the revised Terms.
